It is built on a platform they developed called PressForward and is an open-access journal “that features the best scholarship, tools, and conversations produced by the DH community in the previous quarter”. The articles are chosen from DH now (an aggregation system), then reviewed and edited for publication (so it doesn’t have a submission process as such, but relies on a registry of people active in the DH and active online).  The Second edition  is available here.
